PointOne Telecommunications Inc., Austin, Texas, has appointed 26-year industry veteran
Ron Harden chief operating officer. Harden will be responsible for the management
of strategic planning, customer care, sales and marketing for PointOne’s Internet protocol
(IP) communications network. Harden most recently was vice president, sales and marketing
at Williams Communications Group, a unit of Williams. Prior to his role as vice president,
Harden served as director of wholesale marketing for WilTel, a division of WorldCom Inc.

Net2Phone Inc., Hackensack, N.J., the Internet telephony arm of IDT Corp., has
announced Jonathan Fram has joined the company as president. He oversees the
expansion of the company’s voice over Internet protocol (VoIP) business, broadens
Net2Phone’s distribution agreements and develops strategic relationships with Internet
service providers (ISPs) and communications companies worldwide.

Net2Phone also has added three executives to its board of directors. Dan Schulman,
president and chief operating officer of priceline.com; Martin Yudkovitz, president
of NBC Interactive Media; and Michael Fischberger, senior vice president of
domestic telecommunications and Internet services at IDT, will join the board, bringing
the number of directors to 11.

Charles F. Liggett is now part of the executive team of Pathnet Inc.,
Washington. Liggett has become senior vice president and chief marketing officer of the
carrier’s carrier of digital telecommunications capacity to second- and third-tier U.S.
markets. He previously served as vice president-portfolio development and strategy at
Concert Global Communications.

IXC Communications Inc., Austin, Texas, has elected Richard Irwin chairman of
the board of directors, and named Stanley W. Katz chief financial officer. Irwin
succeeds former chairman Benjamin Scott, who resigned from the board. Katz replaces
outgoing chief financial officer James Guthrie, who resigned from the company to pursue
other opportunities.
