* Pathnet
(www.pathnet.net), a Virginia-based carrier’s carrier, has appointed Ken Rowen as vice president of sales focusing on
CLECs. Previously, Rowen had been with Citizens Communications (www.citizenscommunications.com), a telecommunications provider.

* ICG Communications Inc.
(www.icgcomm.com) has hired Gary F. Lindgren as senior vice president of network planning and engineering. Lindgren had been vice president of engineering at MediaOne Group
(www.mediaonegroup.com).

* ITXC Corp.
(www.itxc.com) has appointed William Diaz as vice president of operations. Diaz, who had been director of network and engineering operations for Omnipoint Communications Inc.’s Corporate Headquarters Group, will be responsible for the operation of
ITXC.net, an Internet telephony network that includes 258 PoPs in 151 cities in 60 countries.

Kenneth F. Melley Jr

* nii communications (www.niicommunications.com) formerly Network Inteligence Inc., which provides integrated telecommunications products and services to small businesses, has appointed Kenneth F. Melley Jr. to the newly created position of vice president of market development. He will be responsible for regulatory affairs and will direct the San Antonio, Texas-based company’s expansion into new geographic markets beyond its current base in Texas. Since 1998, Melley had been vice president of regulatory affairs at WorldxChange Communications
(www.worldxchange.com), an international wholesale and retail telecommunications provider.

* LayerOne Inc.
(www.layerone.com), a provider of carrier-grade neutral collocation facilities, has announced its senior leadership team and appointments to its board of directors. Alexander Muse, who co-founded the Dallas-headquartered company in January, is CEO; Brandon Freeman, also a co-founder, is COO; Tom Hoefert is CFO; Patrick Guadalajara, vice president of technology; Adam Cox, vice president of e-business; Ty Thaggard, vice president of real estate; Steve Wilson, vice president of site development; Catarina Wylie, vice president of marketing and communications; Jerry Blair, vice president of sales, Central region; Scot Brenton, vice president of sales, Western region; and Joe Woodland, vice president of sales, Eastern region. Comprising the board of directors are Muse; Freeman; Ralph Muse, president and CEO of NextNet Inc.
(www.nextnet.com); and Mike Fitzgerald, managing director of Crest Communications Holdings LLP

* RateXchange
(www.ratexchange.com), a San Francisco-based business-to-business e-commerce exchange for telecommunications bandwidth, has announced the appointment of two vice presidents. Dave Mitchell, formerly of The Management Network Group, has been appointed vice president of network operations, and Nick Cioll, who had been head of marketing and business development for Automated Power Exchange
(www.apx.com), has been named vice president of trading operations. Mitchell will manage RateXchange’s worldwide physical delivery hub infrastructure and implement new technology as needed to support customer requirements, and Cioll will broaden and extend the company’s online trading capabilities.

* The Global TeleExchange
(www.thegtx.com), a business-to-business exchange for telecommunications products and services, has announced the addition of Doug Johnson, former director of marketing for Teleglobe International Inc.
(www.teleglobe.com), as global director of marketing.

* Dallas-based MetaSolv Software Inc.
(www.metasolv.com) CEO Jim Janicki has been named the 2000 Ernst & Young Technology Entrepreneur of the Year for the Southwest area. Nominees are judged based on their background and experience, their company’s original strategy and history of innovation, current stage of development and future prospects.

MetaSolv, which Janicki founded in 1992, has been cited as one of Dallas’ fastest-growing high-tech companies, developing into a publicly traded company with 1999 revenues surpassing $70 million and more than 450 employees.

* Stockholders have elected Royce Holland to a three-year term on the board of directors of MetaSolv Software Inc. in Plano, Texas. Holland is chairman and CEO of Allegiance Telecom Inc.
(www.allegiancetele.com), a Dallas-based CLEC he co-founded.
