BTI Telecommunications Services, Raleigh, N.C., has tapped two 10-year
telecommunications veterans for key positions and has promoted an employee. The company
has appointed Thomas Welliver director of investor relations and capital markets
and Thomas Norris director of customer service, and has promoted Tim Cathcart
to vice president of network implementation.

Welliver is responsible for developing an investor relations program for deciding
capital market strategies. He also acts as a liaison for the company’s investors and Wall
Street analysts. Norris oversees program and process improvements that focus on increasing
customer satisfaction and loyalty. Cathcart manages BTI’s order processing, network and
customer provision, primary interexchange carrier (PIC)/CARE and toll-free/local number
portability (LNP) departments.

The Furst Group Inc., Shamong, N.J., has hired three new executives to fill top
positions. The company has named Frank Borrelli chief financial officer, Christopher
Janis
chief financial officer and Victor Bakunoff III vice president of
marketing and sales. Borrelli was former chief operating officer and director of business
development for ISL Decision Systems Inc. Janis comes from Sterling Commerce’s commerce
Internet division, where he served as vice president of finance and administration and
chief financial officer. Bakunoff is a veteran of TeleSpectrum Worldwide Inc., where he
was senior vice president of account management.

Hillary T. Jeffers has joined RFC Capital Corp., Columbus, Ohio, as vice
president, marketing. The company also has promoted Gary L. Kovach to senior
director, business development.

Jeffers brings 16 years of financial services experience from Huntington Bancshares
Inc., where she was most recently vice president of public relations. Before joining RFC
Capital in 1997, Kovach was a vice president in the private banking division at FirStar,
formerly Star Bank.

Compass Telecommunications Inc., Scottsdale, Ariz., has tapped Tom Larkin as
executive vice president. Larkin previously has served as president and CEO of Tri-Star
Computer Corp. and has held executive positions at several Fortune 500 companies.

FaciliCom International (FCI), Washington, has named Cherry Allen country
director of FCI’s U.K. affiliate. She is responsible for the overall sales and business
operations. Prior to joining FCI, Allen was managing director of WorldxChange
Communications’ affiliate in the United Kingdom.

Qwest Communications International Inc., Denver, has appointed Augustine (Augie) M.
Cruciotti
and Dominic A. Gomez senior vice presidents. Cruciotti will head
Qwest’s new local access division, Qwestlink. Gomez will focus on the creation and
implementation of a plan to accelerate the use of the company’s recently completed
Internet protocol (IP) network in Mexico and expansion in Latin America.

Williams Communications Group Inc., a division of Williams, Tulsa, Okla., has appointed
John Gillispie its new vice president of network operations. Gillispie has served
as vice president of operations for another unit, Williams Conferencing, since 1997, and
as vice president of operations for Williams TeleServices, now part of Williams
Communications Solutions.

Frontier Communications, Rochester, N.Y., has tapped MCI WorldCom Inc. veteran Doug
Kelly
as president of network services. Kelly now oversees the company’s nearly
completed transformation from a leased to a fully owned network provider.

Dr. George Arlen Hellwarth, former chief scientist for TELEQUIP Labs Inc.,
Richardson, Texas, passed away July 24 in Lewisville, Texas. Dr. Hellwarth spent more than
20 years with IBM and holds numerous patents associated with PCs. He is best known as
cofounder of TELEQUIP Labs Inc. with his brother, James Burton. After nine years of
managing the development of the company’s product line and serving as a mentor for
engineers, Dr. Hellwarth left his position with TELEQUIP in August 1998. He is survived by
his wife, Jan; his mother; three brothers; five children; and six grandchildren.
